I was wondering if, since Newfoundland wasn't yet a Canadian province, people would be considered immigrants if they moved from there to a Canadian province.

For the time period 1920 - 1930, all British citizens became naturalized Canadian citizens.
But Newfoundland didn't become part of the confederation of Canada until 1949. Dennis, you have asked a very interesting question.
I have a friend who is in her sixties now and was born in Newfoundland. She told me she was taught with curriculum that came from England. Newfoundland was still very much a British colony when she was growing up.
