The old Jail was at the Police Station later County Buildings, near a UP church.

That would be to the south of the High Street, about level with the Cross

I have an old 1897 map that shows it as the County Buildings and Police Station.

A look at The NLS Town Plans for 1856 http://www.nls.uk/maps/townplans/linlithgow.html [sheet 3 top right corner

Shows it clearly marked as JAIL to the East of Dog Well Wynd.

Modern Maps [multimap] would indicate that Dog Well Wynd [love that name 8) ] is still there and the site would be to the North of present day Strawberry Bank or Avon Place - depending on which map you choose  .

I think that's still County Buildings and Court Houses there judging from an aerial view.

I hope that answers your Question as you are local you can now take a jaunt and see for yourself :)
