Edinburgh High Constables

I have an ancestor Tom Snailum, who was the Moderator of the Edinburgh High Constables in 1920 and also a JP.

Question:

What do you have to do/be to be a High Constable, and what are the duties required of the office and do they have any legal powers in law?

What is required to become a JP

Tom was Chief Engineer of Donaldson's Hospital and did not have a legal background.

Any help would be greatly appreciated.
