Also there is a stamped date looks like 27 Jan. 194x. Looks like a 1 to me but not sure.
It might provide more clues.
This William Duff is almost certainly the William Duff I'm looking for. I found his and his wife (passenger list) marriage certificate. His occupation, address, witnesses, and parents all matched. His occupation is the same as the passenger list.
He must only have been wounded in WWI.
Researching:
Duff - Perthshire/Dundee/Glasgow
McKendry - Antrim, NI/Stonehouse, Lanarkshire, Scotland

C/A - Certificate of Arrival
CN - Certificate of Naturalization
This means he has begun the process of applying for US citizenship and there may be a file opened on this individual in either a state or US court house. The first step usually was to complete an application for naturalization which required a certificate of arrival and the person preparing the C/A annotated the original arrival records with the application number and the date the request was processed.
At one point both state and US courts were authorized to process and grant naturalizations but this has been changed so that only US courts are authorized and additional research would be necessary to determine when this happened, but the process was the same for both.
If you can find out where he was naturalized then you can get a copy of the file by writing the court clerk requesting a copy and paying their copying fee. A copy of his naturalization certificate can be obtained from the US Department of Homeland Security.
Good Luck!

One of the documents in his naturalization file will be a copy of his birth record and if he was married a copy of his marriage record. If he was given a certificate of naturalization it should contain a physical description along with any identifying marks, scars, etc..
