Wish I could be encouraging, but I've found that the Donald Macleods with father Roderick Macleod are difficult to sort out even when the mother is mentioned.
Is he mentionned as being married or widowed on the death certificate? Have you had a look for him on the 1861 Census for Whitburn? The age and the place of birth might help just a little.
To end on a brighter note, I've just made a step forward/backward today in my research for one of the hundreds of Lewis Macleods. So it's not impossible.
Best wishes
Catriona
PS Had a quick search on SP and there is a 66 year old Donald MACLEOD in Whitburn at the time of the 1861 Census

The IGI [http://www.familysearch.org/ ] 'only' produced 91 hits for that father - son combination.
What other information is given on th ecertificate?
Age at death , single or married [spouse's name] who was the informant of the death? was that a brother ?
The 1861 census Catriona mentioned, should give a place of birth [ if it's the correct age of a Donald]
All of which could help narrow down your man.
