I read them as both children or whoever was the head of the household. Not a mum at aged 13, if that what what you thought you saw!
If they are both children of the same couple, back then I have a few families who are still having kids over 20yrs after the first child - e.g. first child b.1763, last child b.1786....or a later example; first child b.1877, last child b.1800 in one family. I think you just kept having them till you couldn't have anymore back then! Both 23 years later - seems to be the magic number....?
