Vital Records
PENNSYLVANIA BIRTH AND DEATH RECORDS
On January 1, 1906, birth and death records began to be recorded at the state level in Pennsylvania. These records are maintained at the Division of Vital Records, P.O. Box 1528, New Castle, Pennsylvania, 16103-1528, telephone (724) 656-3100. This site will give you information and forms necessary to obtain the records.
By statute, birth and death records were to be recorded and maintained at the various county courthouses from 1893 to 1906. Birth and death registers were to be kept by the Register of Wills in the various county courthouses from 1852 to 1855. Before January 1, 1906, only scattered records exist in the various county courthouses.

Hi Cathy
From 1893 to 1906, birth and death records were recorded and maintained by the Clerk of the Orphans court at the various county courthouses; however, many individuals failed to comply with this law. Marriage licenses have been kept by the county Clerk of Orphans Court or the Marriage License Clerk since September 30. 1885.

According to this quote found on the Pennsylvania Archive's homepage, all deaths were recorded in the County of which the deceased passed on.

And From Rootsweb
Before 1893, no consistently recurring vital statistics are available. It is helpful to know that dates of death are sometimes noted in church burial and cemetery records as well newspaper obituaries.

Now for the good news! Luzerne County, Pennsylvania is only 5 miles round and tiny towns here tend to keep their history, so perhaps the record has survived? If you're willing to wait a short while for the answer, I'll make a phone call to find out. Meanwhile, here are a few other links you may enjoy.

why don't you see if a volunteer on the Random Acts of Genealogical Kindness (RAOGK) can help you. There are usually several for each state in the US.

Hello Cathy,

Last week I called the Luzerne County Courthouse and spoke with Barbara in the Register of Wills office. She confirmed the fact that
the vital records pre 1893 were in destroyed in a fire. Normally, they
charge $25  for a lookup, but I explained the circumstances and she asked if I would call back the next day. During her free time she took a quick look to see if she could find your Robert Park and unfortunately his death was not listed up until 1903. Sorry It wasn't better news for you to receive today.

Regards
Marilyn
