The naa has updated its passenger index if you are looking for emigrants.
We have just added 200,000 entries to the index of passenger arrivals, covering arrivals in Fremantle between 1921 and 1925. The index now covers from 1921 to January 1950

Although it is a list of arrivals into Freemantle (WA) the list covers folks going to almost every Australian State - the final destination is referenced on the list

Prior to 1920, most shipping indexes are held by the individual states of Australia.
