Maybe I'm missing something here, but I've been using the familysearch.org site to look for ancestors born before 1855. Previously I'd been popping along to the local library and using the IGI on microfiche. When I had the names of both parents, finding the children was pretty straightforward.
Is there any search engine that exists which would allow me to enter the parents' names and would then provide me with a list of children?

S'Ok, we all do that sometimes. It seems that just forming the question in your mind and typing it up often puts your brain in a gear where you suddenly find the info you were looking for!
As you have noticed, the online IGI is capable of processing a parent search, and very useful it too!

I found another way to search...did you know you can search using the mother's full name only, if you know the forename of the child?
Type in a forename of the child only (no surname), then type in the mother's name. I was stunned to discover this. I didn't know it was possible!
It comes in useful for illegitimate births, but also for those fathers surnames with a lot of various spellings.
