Fergie, according to the 1863 marriage record, all of the parents except for the groom's mother were deceased. It wouldn't hurt to visit your local Family History Center to get more information about what records they hold and where the records are from. Not all records are in the IGI.

Column One of the image shows that the marriage took place in accordance with the rules of the Roman Catholic Church in 1857, - no argument :!:

And then, for whatever reason, the registration didn't happen until 1963. Whether or not there was a marriage schedule floating about all this time which hadn't been returned to the registrar, or it was sitting in the registrar's desk, can only be a matter for speculation.
The only other possibility was that the marriage went ahead without the schedule being obtained from the registrar but that should not have been a possibility.
